5. Old Business

Zero Waste Program (Tandongfor and Climate Fellows)

  • Climate Fellows: Three of the four Climate Fellows are returning for another service year. Their new service year begins September 22 with training followed by their return to the colleges around September 28.
  • Zero Waste Program: The Climate Fellows helped begin implementation of the Zero Waste Program and a campus waste audit has been completed. The audit results will help guide the next phase of implementation.
  • Three-Stream Bins: New waste/recycling/compost stations are gradually replacing individual garbage and recycling bins. Some individual classroom and office bins may also be relocated to hallways to improve collection efficiency.
  • LPC Rollout: Three-stream bins have already been installed in portions of Buildings 1600 and 2100. Full implementation has been delayed by supply-chain issues and summer M&O projects, but additional bins will be installed as they become available.
  • Recycling: Livermore Sanitation collects mixed recycling rather than a separate clean-paper stream. The District does separately collect cardboard.
  • Restroom Waste: A concern was raised regarding unclear restroom signage and where diapers should be disposed. Clearer signage or disposal guidance was suggested.
  • LPC Recycling Webpage: The committee identified outdated information on the LPC Recycling Webpage. The waste audit may be used to update the webpage and clarify current composting, recycling, and waste practices.

Viticulture Replanting Proposal (Lopez)

  • The Committee discussed Brianna Lopez’s proposal to expand the vineyard planting area including whether recommendations should be provided before the proposal moves forward.
  • VC Letcher noted that there are several outstanding issues including a 50-year restrictive covenant on the vineyard area near the Campus Hill entrance and environmental/CEQA requirements affecting some of the proposed planting locations.
  • VC Letcher has already forwarded the relevant information to Dean of STEM and the VP of Academic Services so that she can review the restrictions and environmental considerations.
  • The recommendation was for Brianna to refine the proposal and return with a revised plan that takes the restrictive covenants, endangered species/environmental concerns, and existing vineyard pest issues into account.
  • Sean Brooks added that the proposal is still in the early review stage and that Brianna is open to suggestions and revisions.
  • Jean O’Neil-Opipari shared that she encouraged Brianna to consult with vintners on the VWT Advisory Board who have experience managing pest issues in smaller vineyards.

AP3950 – Flag Raising (Reynoso)

  • The Committee reviewed proposed revisions to AP 3950 regarding ceremonial flag displays and whether Faculty, Staff, and Shared Governance should have more input in the approval process. The current process places approval with the College President in consultation with the Chancellor.
  • Proposed changes would allow an appropriate Shared Governance Committee to review ceremonial flag requests and consider whether certain flags may be displayed for an extended period.
  • Committee Members recommended gathering broader feedback through Faculty Division Meetings and Classified Senate rather than having the Committee speak on behalf of all employees.
  • Chabot currently has three flagpoles near its Administration Building, including the US Flag, California Flag, Muwekma Ohlone Tribe Flag, and Pride Flag.
  • LPC currently has multiple flagpoles across campus. One at the Athletic Grass Field was removed after developing a crack and is expected to be replaced.
  • VC Letcher explained that ceremonial flags must be flown lower than the US and California Flags; LPC may potentially need an additional, shorter flagpole if ceremonial flags are approved near the Administration Building.
  • Any AP revisions will go through Chancellor’s Council and the District’s Shared Governance process including Classified and Academic Senates.

LPCSG Resolution on SL Office and SG Space (LPCSG) and Basic Needs Center Resolution (Simpson)

  • The committee revisited the LPC Student Government and Basic Needs space needs, recognizing that both programs have grown while the campus continues to experience limited available space.
  • Room 1642 may become available after the Career Center completes its relocation/renovation.  Basic Needs identified potential requirements for the space, including pallet-jack access, a private meeting area, additional electrical circuits for refrigeration, and HVAC considerations.
  • No formal facilities assessment of Room 1642 has been completed. Significant renovations could be necessary for Basic Needs particularly to meet Environmental Health requirements for food distribution, including washable surfaces and adequate access.
  • The Facilities Master Plan currently identifies Student Life, Student Government, and Basic Needs for inclusion in a future new Student Center.
  • If bond funds are used for a major renovation of an existing space, the Program could be excluded from moving into the future Student Center. However, repurposing existing space without using bond funds would not create the same restriction.
  • Next Step: Paul will consult with his Dean and VP regarding an assessment of Room 1642 to determine renovation requirements and costs. The findings will help determine whether relocating programs to Room 1642 is feasible without affecting future Student Center plans.

6. New Business

Drone Teach Program Donation Hospitality Trailer (Cearley)

  • The Drone Technology Program currently operates across multiple campus locations and does not have a permanent home for equipment storage, preparation, charging, maintenance, and software updates.
  • The program has been offered a donated hospitality trailer that could potentially provide storage and workspace for the drone program.
  • Possible uses discussed included equipment storage, preparation space, maintenance, and limited instructional support; however, there were concerns about whether the trailer could legally or practically function as a student-use space.
  • VC Letcher identified power and data access as major concerns. The area above Lot L, where shipping containers are currently located, does not have power or data infrastructure, which may make it unsuitable.
  • Ann Kroll also raised concerns about accessibility requirements if students would be entering or using the trailer.
  • No suitable campus location was identified during the discussion, and questions remain regarding electrical demand, accessibility, placement, and whether LPC should accept the donation.
  • Next Step: The proposal will be discussed further offline with M&O, FMO, and Administration to determine whether accepting and locating the trailer on campus is feasible.

Facility Concerns (Kerr)

  • Campus Drive Loop Road: The center line is significantly faded or missing in several areas, creating a potential driving hazard. A campus repainting process is already underway, including roadway and parking lot striping.
  • Campus Speed Limit: Concern was raised that the 10-mph speed limit is widely disregarded and may create safety issues when some drivers travel significantly faster.  Changing the speed limit would require a revision to AP 6750, which applies to both campuses. Enforcement of the existing speed limit can be addressed internally by the college through Campus Safety.
  • Faculty Dining Room: The Faculty Dining Area in the Cafeteria appears to be rarely used. The Committee discussed potentially making the space more regularly available to students.  VP Brooks indicated the college could explore expanded student use and determine whether any contractual or other restrictions apply.
  • Follow-Up: Due to limited meeting time, additional faculty concerns including ants and rodents may need to return at a future meeting for further discussion.

LGBTG+ Flag Raise

  • The Committee reached the end of its scheduled meeting time with several agenda items still remaining including the LGBTQ+ flag raising discussion and updates from Campus Construction/Bond, M&O, and District Facilities.
  • Dan Cearley recommended postponing routine District Updates unless an item required an immediate Committee decision, discussion, or recommendation.
  • John Seybert will send the M&O update to Andrea to include in the meeting minutes.
  • John, Ann, and Owen were encouraged to send any significant updates to Andrea so they can be documented in the minutes and revisited at a future meeting if additional discussion is needed.
  • Committee members and guests were encouraged to contact the Chair, Jean, or Sean if they have questions, ideas, or topics they would like placed on a future agenda for a more in-depth discussion.
